On with the news….
BOARD OF DIRECTORS MEETING The most recent BOD meeting was held on Friday, April 7th in the pool area. Eight board members were present and Pam Harris attended via phone conference. There were also five homeowners in attendance. In the Building and Grounds Committee report, Dick Krell commented on the major improvement at the entrance with the installation of the new entrance gates. This led to questions regarding the future the kiosk, with some members in favor of removing it. With no clear direction, this discussion was postponed to a later date. Dick complemented the maintenance crew on the overall condition of the property. Communications Committee chair Lauri Beck announced that the new owners section of the website was up and running. This area contains meeting minutes, monthly financials, house rules, condo Declaration, and other items of importance to homeowners. New items are being added all the time, so be sure to check it out. Thanks to Lauri for taking on this big job. Harold Hyman reported that the Architectural Review Committee had received three requests since the last meeting, all were approved without issue. Homeowners are reminded that any remodel must be presented to the ARC for approval prior to construction. The request form and guidelines can be easily found and printed from our website. Lauri Beck and Dennis Petttinelli presented the results of the owners survey mailed out in early March. The survey was intended to gauge owner interests and also provide a method for owner feedback. Some good ideas that came from the survey have already been implemented. The survey results have been compiled and can be viewed in the owners section of our website at . Rod Conklin, chair of the Energy Committee, presented plans to install and test equipment to control the operation of air conditioner systems in the individual apartments. The Energy Eye program will shut down the AC if doors or windows are left open, or if the apartment is unoccupied. The system can be programed to accommodate preferences. As previously reported, energy costs to operate our central AC chillers will approach $140,000 this year. The BOD is committed to controlling this expense. The Energy Eye system has since been installed, a report will follow after a test period. The next scheduled board meeting is set for October 10th in Las Vegas.
LAHAINA BYPASS NOW (LBN) Concerned citizens have formed an action committee to examine all aspects of the ever increasing traffic nightmare that we face on West Maui. To assist and direct the committee, Maui Land and Pine hired a full time facilitator and a nationally known traffic consultant at their expense. Six working teams have formed to evaluate the effects of rental car traffic, public transportation, traffic light control, employee scheduling, airport transportation, affordable housing, and other issues that impact our roads. Recognizing that the Lahaina bypass is still off in the future, this group is focused on what can be done now. The action committee meets regularly, and is close to presenting their findings to the public. Bob Pure, Kaanapali Royal board president, is active with LBN as team leader of the group involved with traffic light controls.
KAANAPALI NORTH COURSE The North course is undergoing a major upgrade similar to the work done last year on the South course. Currently there is not a single blade of grass on those fairways makai of the highway. There is, however, no shortage of trucks, tractors, and equipment of all types to stir up dust. We all look forward to the reopening in mid November.
RAILING REPLACEMENT Following a visit from the County Building Department, we received notice that all missing guard railings must be replaced. Code requires guardrails on any opening that is less than 30 inches off the floor and more than 30 inches above grade. That would include all windows on the 2nd and 3rd floors. Eighty-three missing railings were replaced.
CONDOMINIUM ASSOCIATION LAW The Hawaii Condominium Property Act (Chapter 514A, Hawaii Revised Statutes) was signed into law in 1961. It was the first legislation to govern condominium associations in the United States. Everything from how to conduct meetings to responsibility of the parking lot is covered in this complicated document. In 2000, the Hawaii Legislature directed the Hawaii Real Estate Commission to update the law. Work began on the revision in 2001, and in 2005 Governor Lingle signed into law Act 164 which is a significant recodification of the laws governing condominiums. There are way too many changes in the recodification to cover in this newsletter. For most owners it will be business as usual and things will pretty much continue as is. The new law is intended to update and clarify obsolete or inconsistent areas making it easier for directors and management to conduct business. The recodification becomes law July 1, 2006 for condominiums built after that date. Properties built before that date require approval by a simple majority to modify their documents to include these changes.
GECKOS It happened again, another gecko spent his last days in my printer. I've tried covering the printer at night, I've tried sticky traps behind the printer, I've tried sealing the office windows... nothing seems to work. They love my printer. There are over 900 varieties of geckos. Eight are found in Hawaii, four of those only in the last 50 years. The first geckos probably traveled as stowaways on Polynesian canoes or their salt water resistant eggs just floated ashore. These little buggers are everywhere. I can't count the times I've heard my wife scream out, or suffered uncomfortably hoping she wouldn't spot the little fellow on the ceiling and make me evict it. “Leave em alone, they eat cockroaches” I say. Then another scream “..we better not have cockroaches!” Lucky we live Maui. CHANGES IN THE WIND
